The service subject to the tender must commence as of October 1, 2026. In case of delay, a penalty will be applied based on the number of calendar days the service is delayed.

The conditions for participation in the tender and the documents required from firms are as follows:
a) Bidders must be natural or legal persons (Private and unregistered partnerships are not accepted),
b) Bidders must have a certificate of activity registered with the Trade Registry and currently in operation as of the tender date (The certificate of activity must have been obtained after the tender announcement date or the date of the invitation letter, and the subject of the tender must be among their business activities), (at the contract stage)
c) Bidders must submit a copy of the Trade Registry Establishment Gazette indicating the company partners, shares, and duties, along with any changes,
d) If participation is on behalf of a natural person by proxy, the participant must provide a notarized power of attorney and signature circular,
e) Bidders must submit a notarized signature circular and power of attorney showing that they are authorized to submit bids and carry out related transactions on their own behalf,
f) From the Chamber of Commerce g) A document dated [date of tender] showing that the bidder is not prohibited from participating in tenders,
h) All documents requested with the tender documents to be submitted with the bid must be signed by the person(s) defined as fully authorized in the company's signature circular (These signatures constitute an undertaking to accept the terms and conditions of all signed documents).
i) The bidder must not have any outstanding tax debts (5,000 TL and above).
t) Work Experience Certificate
Firms wishing to participate in the tender can obtain the tender documents from the Procurement Directorate by presenting a receipt for 1,000 TL.
