Prof. Dr. İsmail CERİTLİ completed his primary, secondary, and high school education in Sivas. He was admitted to the Department of Environmental Engineering at Middle East Technical University in 1983 and received his Bachelor’s degree in 1988. He pursued his graduate education entirely in the field of Public Administration, earning his PhD in 1996 from the Institute of Social Sciences at Marmara University and his Master’s degree in 2006 from the Institute of Social Sciences at Cumhuriyet University. He was awarded the title of Associate Professor in 2007 and promoted to Full Professor in 2013.
Following his undergraduate studies, Prof. Dr. Ceritli worked for five years as an engineer at Sivas Municipality. In 1994, he was appointed as a Research Assistant in the Department of Public Administration, Division of Urbanization and Environmental Problems, at the Faculty of Economics and Administrative Sciences, Cumhuriyet University, where he served until 2003.
Between 2003 and 2008, he held various senior positions at the Turkish Statistical Institute, including Acting Regional Director of the Istanbul Regional Office, Head of the Department of Social Statistics, and Head of the Department of Strategy Development. During the 2006–2007 academic year, he served as a consultant at the Organisation for Economic Co-operation and Development (OECD) Headquarters in Paris.
From 2008 to 2011, Prof. Dr. Ceritli served as Head of Strategy Development at the Ministry of Environment and Forestry. He subsequently held the position of Deputy Undersecretary at the Ministry of Forestry and Water Affairs from 2011 to 2013.
In 2013, he joined Bartın University as a Full Professor, where he served as Dean of the Faculty of Economics and Administrative Sciences and as Vice Rector.
Between 2014 and 2015, he served as Deputy Undersecretary at the Ministry of Science and Industry and worked as a Senior Expert Researcher at TÜBİTAK ULAKBİM. He later served as Vice President of the Student Selection and Placement Center (ÖSYM) from 2015 to 2018.
From 2018 to 2023, Prof. Dr. Ceritli was a faculty member at Antalya Bilim University, where he also held the administrative positions of Secretary General and Vice Rector. He currently continues his academic duties as a faculty member at the same institution.
Prof. Dr. Ceritli has authored six books in the fields of public administration, urbanization, local government, environmental policy and environmental issues, and ombudsmanship. In addition, he has published numerous national and international peer-reviewed articles and conference papers in these areas.
He is proficient in English and has a basic level of German.
